Because it is the one part of a roofing job with an independent record attached, and because the rules across the Metroplex are far enough apart that a contractor working in several cities may be applying the wrong one.

How do I find out which city actually issues my permit?

Ask the city you believe you are in whether the address sits inside its limits. Its permitting office answers that routinely, and it is a different question from the one the post office answers when it prints a city name on an envelope. The edges of the smaller cities are where this goes wrong, and the consequence is a scope written against the wrong rule. Settle it before the scope, not after somebody has applied at the wrong desk.

Do these permit rules change?

Regularly, which is why every rule on these pages is written as that city's published guidance and hedged to the current requirement rather than stated flatly. Cities revise submission lists, adopt new code editions and rebuild their portals on their own timetable and without announcing it widely.
