Ask for the photographs by plane rather than a summary. A fixed route produces a set that covers every slope; a walk-around produces a set that covers whatever was easy to stand on.

The city's rule is about altering a building, not about roofs. Does a re-roof count?

The general wording alone does not establish the answer for every re-roof. Give Building Services the proposed scope and ask which permit, submission and inspection requirements apply. Include any decking replacement, structural changes or change of covering.

There is a long unbroken ridge. Does that help the ventilation?

Only if it is being used. A long ridge is the most efficient place to exhaust attic air, and on many houses of this era it carries a vent along part of its length and nothing along the rest — or a vent sitting over a slot cut too narrow in the deck to move much air. What decides it is the opening under the cap, which is visible only while the ridge is open. Ask for a photograph of it before the cap goes back on.
