Tear off or recover: the decision that sets the whole job.

A commercial replacement is a logistics project with roofing inside it. The membrane is the smallest decision on the page. What actually shapes the job is whether the old roof comes off, what insulation goes on, how the building keeps operating while the roof is open, and how tons of material get up there while the old roof comes down.

Tear-off or recover
A recover leaves the old roof in place and skips removal. It is legitimate over a dry, sound assembly and indefensible over wet insulation, because nothing above a wet board ever dries out. A moisture survey settles that question, and it settles it before anything is priced.
Insulation is the part nobody compares
Two proposals naming the same membrane can carry very different insulation, thickness, attachment and cover board. That is where thermal performance, foot-traffic resistance and durability actually live. It is the first line to align when two commercial estimates are being read side by side.
The building keeps running
Phasing is written before the first roll is delivered: which areas open on which days, how each one is made watertight overnight, where the crane or hoist stands, and what the occupants below are told and how far in advance they are told it.

How many layers are already up there

Building codes generally limit how many roof coverings may remain on a structure, and jurisdictions across the Metroplex apply that rule in their own way. A second recover over a roof that already carries one is usually not available. The existing layer count is established early, because it changes removal, disposal, weight and scope together.

Cover board and what it is for

A cover board sits between insulation and membrane. It gives the membrane a firm, uniform substrate, improves resistance to hail and foot traffic, and in some assemblies contributes to fire performance. Leaving it out is a real saving and a real reduction in what the roof will tolerate. If it is absent from a proposal, ask why it is absent.

Access and equipment drive the schedule

Getting material up and debris down governs more of the programme than roofing does. Hoist or crane placement, the loading and skip area, parking impact, delivery timing, and rooftop units that must be lifted, disconnected or reset are planned before a start date is agreed. Mechanical, electrical and gas connections are handled by the specialist trades that own them.

Is a recover always cheaper in the end?

Only where the assembly under it is dry and sound. A recover over wet insulation defers a tear-off and enlarges it, because the deck keeps deteriorating out of sight. The survey that answers this is a small piece of work next to being wrong about it.

Can the building stay open during a replacement?

Usually. The work is phased so only a defined area is open at any time, and each area is made watertight before the crew leaves. Noise, odour, hoisting and access still affect the occupants, and those impacts are agreed in advance rather than discovered on site.

What happens if the deck turns out to be bad?

Deck condition cannot always be known until the old roof comes off. The scope should state how deck replacement is measured, priced and authorised before work begins, so that a discovery becomes a documented change rather than an argument in the car park.

What should we be handed at the end of the job?

A closeout package rather than a final invoice. Membrane manufacturer, type and thickness; the insulation and cover board actually installed; the attachment used; drawings marked up with whatever changed; the warranty documents; and a plan showing where every detail and penetration sits. That set is what turns the next repair into a short visit instead of an investigation, and it is the part most likely to be thin unless the contract asks for it.
